Development Application (DA)
What is a DA and do I need one?
Whether you need a Development Application (DA) or Complying Development Certificate (CDC) for your project depends on several factors, including: boundary setbacks, lot size and type of street frontage.
As a rule of thumb, less complex new builds and renovations to existing properties tend to comply to CDC codes, while a challenging site and ambitious build will most likely require a DA.

A DA is submitted directly to your local council to obtain formal consent to carry out your development. The development must adhere to your local council code, and every council will have their own set of individual requirements.
Your first step should be to check with council to see if DA approval is required. It is generally needed for:
· New residential constructions
· Extensions
· Demolitions
· Subdivisions
· Renovations in heritage conservation areas
· Bushfire or flood-prone areas
The size and type of proposed development will dictate the DA cost. Each council will have a DA fee that will need to be lodged alongside your application.
Your council will review your application and consider zoning regulations, local environment plans, development control plans, land use regulations and even visual impact.

Complying Development Certificate (CDC)
What is a CDC and do I need one?

Being granted a CDC should be a much speedier process than getting a DA, but to get a CDC your development must meet a specific, standard set of regulations as detailed in the NSW state government code, rather than your local council code.
The standard requirements are set in stone and are non-negotiable. Considering this, the CDC process is best suited to more straightforward developments, such as:
· Residential construction
· Residential renovations and minor extensions
· Carports or garage construction
· Building demolition
· Small retail or commercial developments
· Interior alterations/reconfigurations
The CDC application can be submitted directly to your council or you can choose to engage the services of a private certifier.
Because compliance has already been verified in the application, you could get a fast-tracked approval within as little as a week, although 10-20 days is the norm with many NSW councils.
